Global INK — Working with the Indian Diaspora for Development

The Global INK Vision
Prime Minister of India Dr Manmohan Singh inaugurated the Global-INK initiative at the Seventh Pravasi Bharatiya Divas in Chennai. The key objective of this initiative is to draw upon the eclectic knowledge base of the Indian Diaspora and unleash innovation across sectors and geographies in India through well designed projects and community action with targeted and measurable outcomes. It seeks to catalyze the capability of the Indian Diaspora into institutionalized programs for development and transformation. It is under the overall aegis of the Ministry of Overseas Indian Affairs (MOIA).

The Overseas Indian Facilitation Centre (OIFC) which is a public private initiative between the MOIA and the Confederation of Indian Industry (CII) has partnered with Tata Consultancy Services (TCS) to develop the Global-INK framework. An online web portal, it is powered by Support-Central, a next-generation knowledge management platform. The portal will be a framework of Communities catering to different focus areas. The Communities will provide a context to connect knowledge experts with knowledge seekers.

The MOIA envisions engaging the Diaspora as Knowledge Partners, the institutions in India as Stakeholder Partners, broader audience as the Knowledge Seekers and the MOIA as the Facilitator. Indian Diaspora, the second largest in the world, is very special to India. As part of the Indian Government’s strategic focus on the Indian Diaspora, the MOIA seeks to establish an institutional framework for sustainable engagement to lead the knowledge, expertise, skills and resources of the vast and diverse overseas Indian community into home country development efforts.

According to MOIA Secretary Mr K Mohandas who also chairs the OIFC, “Global Ink will be revolutionary in enhancing links between India and overseas Indians. It is going to emerge as a very useful tool for the development of India.”

The Global INK portal provides a framework of moderated online communities to harness knowledge catering to different focus areas. Collaboration tools such as blogs, social networking, forums, and document management and sharing will enable the diverse stakeholders to connect and share knowledge and access knowledge solutions across the globe. It will also be an ideating platform incubating valuable storehouse of knowledge.

Focus Areas
In a world integrated by knowledge, diverse branches of knowledge drive the human processes. Knowledge Management itself is a branch of knowledge. Global INK platform endeavours to turn into "brain gain" what was for long seen as "brain drain" by drawing upon the knowledge reservoir of the India Diaspora in diverse fields. To begin with, a few focus areas have been identified that are broadly in line with the priorities set out in the Eleventh Five Year Plan (2007-12). The number of focus areas will continue to grow based on the interests and needs of the knowledge community of the members of Global INK.
