In many ways, Indian Prime Minister Manmohan Singh’s visit to the USA and Trinidad and Tobago last month showcased widely India’s renewed commitment to engage with its diaspora. Even though on a state visit to the USA, and a guest of President Barack Obama, Singh found quality time to interact first with the US India Business Council, and later with distinguished members of the Indian American community. At the dinner at the White House too, several Indian Americans of prominence were in attendance. Somehow, Singh did give the impression that India was ready to now deal decisively with the diaspora and provide it with the kind of environment where it could truly help accelerate India’s growth story.

The same impression was given at his next destination, Trinidad and Tobago, where the PM had gone to attend the Commonwealth Heads of Government Meet. Here too there were extensive interactions with the Indian business community and PIOs. Here too Singh lauded the diaspora’s efforts in being torch-bearers for India, and for branding India well. He once again urged the diaspora to engage with his New India and take advantage of modern technological developments and the flexible policy regime in place.

Elsewhere in this issue we are carrying the second part of a report on the Indian Diaspora that was commissioned in Washington. Doctorate student Daniel Naujoks who spent several months in India has documented well several facets of the Indian diaspora which include student migration, secondary migration and temporary labour migration.
