This year marks the 75th anniversary of the establishment of diplomatic relations between China and India. Over the decades, the two ancient civilisations have weathered challenges yet continued to advance-like the enduring flow of the Yangtze and the Ganges.

In a recent meeting in Tianjin, President Xi Jinping and Prime Minister Narendra Modi elevated the relationship to a new phase of improvement. President Xi remarked that China and India should be "good-neighbourly friends and partners who help each other succeed," adding that "the dragon and the elephant must dance together." Prime Minister Modi echoed this sentiment, noting that India and China are partners, not rivals, and that the two nations share far more consensus than differences.

Both sides are actively implementing the consensus reached by their leaders. Positive momentum continues to build across several areas. The Indian pilgrimage to the sacred mountain and holy lake in China's Xizang Autonomous Region concluded successfully this year, while India has resumed tourist visa issuance for Chinese citizens. Bilateral trade has grown steadily, and direct flights between the two countries are set to resume soon, further strengthening people-to-people and business ties.

As regional and global dynamics evolve, China expresses its readiness to work closely with India to enhance strategic communication, expand cooperation, and accommodate mutual concerns. Both nations aim to deepen multilateral coordination, promote sustained and stable relations, and safeguard the legitimate interests of developing countries.Toward a Shared Future

1.   In the past six months, Chinese President Xi Jinping and Indian Prime Minister Narendra Modi attended the SCO and BRICS Summits together and had a candid and in-depth exchange of views on current China-India relations and other issues of shared interest on the sidelines of the BRICS Summit. President Xi stressed that improving China-India relations serves the common interests of the two countries and peoples, and is also conducive to the peace, stability and development of the world and the region.

The two sides should bear in mind the overall interests of the bilateral relations and properly handle the border issue so as to jointly safeguard peace and tranquility in the border areas. The leaders of the two countries reached an important consensus that “China and India should not be a threat to each other, but an opportunity for each other’s development”, and “be cooperation partners to each other instead of being  competitive rivals”, which has pointed out direction for our bilateral relations.

Furthermore, Chinese Premier Li Qiang attended the 18th G20 leaders’ Summit in New Delhi in September. The Chinese side also actively attended other meetings held by the Indian side within the framework of the SCO and G20, and played a constructive role to make the two events achieve success. China stands ready to work together with India, under the guidance of the important consensus reached by the leaders of the two countries, to push the China-India relations back to the track of sound and steady development at an early date.

2. China remains committed to the fundamental national policy of opening up to the outside world and pursues a mutually beneficial strategy of opening-up. We believe that development holds the master key to solving all problems and economic globalization should develop in a more open, inclusive, balanced and beneficial way to all directions.

According to Chinese statistics, as of the end of 2022, China’s outward FDI stock in India reached 3.48 billion US dollars. In the first 11 months this year, the bilateral trade volume between China and India reached 124.27 billion US dollars, ranking high among major Asian countries, and China’s imports from India grew by 4.6% year-on-year. This data fully demonstrates that the competitiveness of Indian goods has further improved in China, our two economies are highly complementary, and the development of China-India economic and trade cooperation is a common aspiration of the two peoples.

China and India are important neighbors to each other, both are ancient civilizations, largest developing countries and emerging economies. Together we can contribute more to promote peace, stability and development of the world. The Chinese market is open to India. We hope that China and India will continue to deepen economic and trade cooperation, promote bilateral trade facilitation and provide a fair, just and non-discriminatory business environment for each other’s enterprises.

China has a close economic relationship with India in recent years. We are pleased to see the steady increase in two-way trade and investment flows. There has been a strong momentum in investment projects as Chinese companies actively respond to the 'Make in India' initiative and Indian companies expand their presence in China. As its economy has entered a new normal and is shifting from high speed to medium-to-high speed growth, China is committed to a fundamental policy of opening-up and pursues a win-win strategy of opening-up. China's reform and development will bring more business opportunities to India and China shares more of its development outcomes with the Indian people. We will provide easier market access for inbound Indian investment and encourage more enterprises to invest in India. I believe that the cooperation between China and India will give fresh impetus to economic growth and prosperity of the two countries as well as of our respective regions and the world at large.
